Travel Restrictions And Statewise Regulations In India!

Originated in Wuhan, the Coronavirus has spread to various countries and the respective country’s government had taken measures to try and control this pandemic situation. Indian government carried out a nationwide lockdown from 25th March 2020. However, during lockdown travel arrangements for many stranded passengers within India and abroad had to be arranged. Although only special trains are running in India, domestic flight operations were resumed on 25th May 2020 with special protocols in place.

When transportation is started people will travel inter-state for various reasons. In India, some states like Maharashtra, Delhi, Gujarat, and Tamil Nadu are badly affected in this pandemic while there are less affected states also. Depending on state situation each state has placed its regulations for travel for the safety of the people. Below you can find state-wise restrictions if you are planning to visit any city/state in India.

1. Andaman and Nicobar Islands:

Government handling:

• All arriving will have to go through thermal screening and the Covid19 test will be done at the airport.

Quarantine: 

• Institutional quarantine for symptomatic people till the test report comes. The test will be done on arrival. After the test results, health authorities will take further decisions.

2. Andhra Pradesh:

• All arriving will have to go through thermal screening and the Covid19 Swab test will be done at the airport.

Quarantine:

• 7 days of institutional quarantine for international arriving passengers. During this time regular test will be conducted & based on result health authorities will take action.
• All asymptomatic people will be sent for 14 days home quarantine.
• After 7 days need to go for another test and if negative then home quarantine for 7 days.
• People coming for a business purpose may be exempted from home quarantine if submitted negative Covid19 report from the authorized lab within 3 days of arrival.

3. Assam:

Government handling:

• All arriving will have to go through thermal screening and the Covid19 Swab test will be done at the airport.

Quarantine: 

• 7 days Institutional quarantine and then 7 days home quarantine a total of 14 days quarantine period. Institutional quarantine period will depend on the test results.
• For arriving at Guwahati antigen test will be done. If positive then they will be taken to Covid care centre. If negative then swab test will be done & sent for results but such person will be allowed to go with 14 days home quarantine. If not wish home quarantine then district administration will facilitate the quarantine option but expenses will be paid by passenger.
• Senior citizens above 75 years age, pregnant women, child below 10 years, handicapped, attending funeral, existing health issues, a relative of a patient, family-like husband, wife, child, and parents traveling together, in all these scenarios no institutional quarantine but will be sent for 14 days home quarantine.
• If returning the same day then no quarantine.
• Negative Covid19 report from ICMR approved labs within 72 hours of arrival will be exempted from institutional quarantine.

4. Bihar:

5. Chattisgarh:

 6. Daman & Diu:

Quarantine:

• Symptomatic people will have to go for 14 days institutional quarantine.
• Only home quarantine for pregnant women, children below 10 years of age, serious illness, people above 80 years of age and disabled passengers.
• People for business work will be tested & if positive then will be shifted to Covid care centre. If negative then will be allowed to go for work.

• Online hotel booking is mandatory & booked before 2 days of arrival.

7. Delhi:

Quarantine: 

• People arriving from other countries will be sent for 7 days of institutional quarantine. Government facility at no cost or designated hotels at own cost. Post this there will be 7 days of home quarantine.
• People from within India will be sent for 7 days home quarantine.

8. Goa:

Government handling:

• All arriving will have to go through thermal screening at the airport and Covid19 test for symptomatic people.

Quarantine: 

• Institutional quarantine until the time test results come.
• All arriving will be sent for 14 days home quarantine or institutional quarantine (Government facility at no cost or designated hotels at own cost). Those will be exempted from home quarantine if shown Covid19 negative report from the authorized lab within 48 hours of arrival or opt for a test when arriving in Goa at INR 2000 and stay at institutional quarantine at own cost till report comes.
• Any tourist with negative certificate but showing Covid19 related symptoms then testing will be done at tourist cost.

• Prebooking of accommodation which is registered with department of tourism is mandatory with proof.

9. Gujarat:

• All arriving will have to go through thermal screening at the airport.

Quarantine: 

• People arriving from other countries will be sent for 7 days of institutional quarantine. Government facility at no cost or designated hotels at own cost. After 7 days they will be sent for 7 days home quarantine.
• People from within India then no quarantine but will be advised self-monitor for 14 days of their health.
• If arriving at the airport then passenger needs to fill self-reporting form.

10. Haryana:

Quarantine:

• 14 days home quarantine.

Passenger responsibility:

• Arogya Setu App with green status is mandatory.
• No e-pass required for inter-district travel & inter-state travel to and from Himachal Pradesh, J&K & Uttarakhand. Pass has to be requested for the destination state.
• Government ID with address is mandatory.

11. Himachal Pradesh:

Government handling:

• All arriving will have to go through thermal screening at the airport.

Quarantine: 

• 14 days institutional quarantine for people coming from the Red zone area other than the state of Himachal Pradesh. Will be exempted and sent to 14 days home quarantine if shown Covid19 negative report from the authorized lab within 48 hours of arrival.
• Any person having Influenza like illness will be sent for 14 days institutional quarantine.
• Exempted if shown Covid19 negative report from the authorized lab within 72 hours of arrival and having valid booking for stay not less than 5 days.

• Entry and exit allowed between 6 a.m to 8 p.m from state borders.
• Government ID with address is mandatory.
• E-pass mandatory for inter-state travel but not require within districts.

12. Jammu and Kashmir:

• All arriving will have to go through the Covid19 test at the airport.
• Defense personnel is exempted.

Quarantine: 

• Institutional quarantine until test results come. If test positive then will be sent for further treatment as per health authorities.
• If negative then 14 days home quarantine.
• Business travelers with onward or return tickets within 4 days and hotel booking confirmation as proof will be exempted from quarantine.
• Exempted if shown Covid19 negative report from the authorized lab within 48 hours of arrival.

• Fill ICMR health form upon arrival at the airport.
• Government ID with address is mandatory.
• E-pass mandatory for inter-state & inter-district travel.

13. Jharkhand:

Government handling:

• All arriving will have to go through thermal screening at the airport.

Quarantine:

• 14 days home quarantine but will be exempted if shown proof of exiting Jharkhand within 72 hours of arrival.

Passenger responsibility:

• Arogya Setu App with green status is mandatory.
• Register personal details on Government website https://jharkhandtravel.nic.in/public/index.php before arrival in Jharkhand by road, rail or air.

14. Karnataka:

Government handling:

• All arriving will have to go through thermal screening at the airport.
• Covid19 test for symptomatic people and will be sent to the Covid19 care center. If positive report then will be shifted to COVID Hospital.

Quarantine: 

• 14 days home quarantine for asymptomatic people arriving from outside Karnataka.
• Senior citizens above 60 years age, pregnant women, child below 10 years, handicapped, attending funeral and serious health issues, in all these scenarios no institutional quarantine but will be sent for 14 days home quarantine.
• A business traveler returning within 48 hours will be exempted from quarantine. If staying less than 7 days and more than 48 hours then need to go for a test at the airport. Will be allowed to work once the report is negative but till the time report comes will be sent to institutional quarantine (Government facility at no cost or designated hotels at own cost).
• Business traveler if product Covid19 negative report from the authorized lab will be exempted from any type of quarantine.
• Business travelers from nearby states and exiting state within 4 days then no testing or quarantine needed but should report to Apthamitra Helpline (14410) of their health status for the next 14 days.

15. Kerala:

• All arriving will have to go through thermal screening at the airport and Covid19 test for symptomatic passengers at the airport.

Quarantine:

• 14 days home quarantine.
• People coming for business, medical, court case likewise purposes will be exempted if shown proof of exiting state within 7 days of arrival and having entry pass through covid19 jagratha portal.

Passenger responsibility:

• Register for E-pass for inter-state travel through covid19jagratha portal https://covid19jagratha.kerala.nic.in/
• After entering Kerala If visiting other states then needs to show E-pass of that state.

16.1 Madhya Pradesh (Bhopal):

• All arriving will have to go through thermal screening at the airport.
• Covid19 test for symptomatic passengers at the airport and will be sent for institutional quarantine. Till the time test report comes.

Quarantine: 

If a positive report then will be sent to COVID Care Centre and further instructions will be given by health authorities.

If negative report then no quarantine.

Business travelers no need for quarantine.

• Take the Covid19 test at the airport if advised by health authorities.

16.2 Madhya Pradesh (Indore):

Quarantine:

• No quarantine for asymptomatic people.
• If symptoms found then undertaking for 14 days home quarantine will be taken.
• No restriction for business travelers leaving the city within 3 days.

• Download Indore 311 App and register before arrival.

 17. Manipur:

• Institutional quarantine until the time test report comes.
• If positive then will be sent for further treatment.
• If negative then 14 days home quarantine.
• Exempted from quarantine if provided proof of exiting within 3 days of arrival along with details of the place they are staying at but the Covid19 test at own cost is mandatory.

Passenger responsibility:

• Register at QuarMon App https://quarmonmanipur.nic.in
• After entering Kerala If visiting other states then needs to show E-pass of that state.
• Fill the form at the airport given by health authorities.

18. Maharashtra (Mumbai):

• All arriving will have to go through thermal screening at the airport.
• At Kolhapur Covid19 swab test will be done for symptomatic and above 60 years of age people.

Quarantine:

• 14 days of home quarantine.
• Exemption for those who are exiting within 7 days of arrival with proof.
• At Nagpur exemption will be given to those who are exiting within 3 days of arrival with proof.
• At Shirdi 10 days of institutional quarantine (Government facility at no cost or designated hotels at own cost) followed by 4 days of home quarantine. Symptomatic person will be sent to Covid care centre.
• For international passengers arriving at Mumbai & Nagpur 7 days institutional quarantine and then 7 days home quarantine.

• Travel within Mumbai is allowed without e-pass if within 2 kms area.

19. Meghalaya:

20. Mizoram:

• If going for home quarantine then need to take the Covid19 test.

Quarantine: 

• Institutional quarantine for 21 days arriving from other states in India.
• Opt for 21 days home quarantine by clearing the Rapid Antibody test.

Passenger responsibility:

• Government ID with address is mandatory.
• Valid m-pass through https://mcovid19.mizoram.gov.in/ without which not allowed to board a flight from Aizawl.

21. Nagaland:

Quarantine:

• Institutional quarantine for 14 days and then 14 days home quarantine for those coming from red zone areas.
• Institutional quarantine for 3 days & then 14 days home quarantine if coming from Orange & Green zones.
• Institutional quarantine will be either at Dimapur or Kahima depending on which district you are going.
• Senior citizens above 60 years of age, children of age 10 years or below, and their parents, pregnant women and spouse will be exempted from institutional quarantine but need to go for 28 days home quarantine.

22. Odisha:

• All arriving will have to go through thermal screening at the airport.

Quarantine: 

• Institutional quarantine for 14 days for all asymptomatic people returning to rural areas of Odisha and if found positive within 7 days then will be sent to COVID Care Centre.
• Home quarantine for 14 days for people returning to urban areas of Odisha.
• Those who will for work related and will be exiting the state within 72 hours of arrival will be exempted from quarantine provided proof is shown.

23. Punjab (Chandigarh):

Government handling:

• All arriving will have to go through thermal screening and the Covid19 test will be done at the airport.

Quarantine: 

• For international passengers arriving at Amritsar 7 days institutional quarantine and then 7 days home quarantine.
• If the report is positive they will be sent to the isolation center.
• If negative or asymptomatic people will be sent to 14 days home quarantine.
• People coming for business purposes then exempted from quarantine.
• Frequent travel for work related are exempted from home quarantine but need to get pass issued from respective authorities and an undertaking should be given for self monitoring of health & informing authorities for any symptoms.

24. Rajasthan:

• Covid19 test for symptomatic passengers will be done at the airport.

Quarantine:

• Symptomatic people with a positive report will be taken to COVID Care Centre.
• People coming from other states will be sent for 14 days home quarantine.
• If exiting the state within 7 days of arrival then 7 days of home quarantine
• If provided Covid19 negative report from ICMR approved labs then exempted from any quarantine.

25. Tamil Nadu:

Government handling:

• All arriving will have to go through thermal screening at the airport.
• Covid19 test at the airport for arriving at Chennai from Delhi, Gujarat, and Maharashtra.
• Covid19 test from other states and within Tamil Nadu if advised by health authorities.

Quarantine:

• People coming from other states will be sent for 14 days home quarantine.
• Symptomatic person or those coming from hotspot areas shall go for institutional quarantine till results are available & further direction will be given by health officials. After this 14 days home quarantine mandatory.
• For people arriving in Coimbatore and staying there need to go for 2 days institutional quarantine (Government facility at no cost or designated hotels at own cost) and then remaining 12 days for home quarantine.
• Business travelers exempted from quarantine if exiting within 48 hours from arrival and having proof of onward or return journey.

26. Telangana:

• For symptomatic passengers traveling within India, quarantine measures will be decided by health authorities.

27. Tripura:

• Covid19 swab test for all passengers at the airport at no cost.

Quarantine:

• People with foreign travel history within 28 days will have to give a sample for test and be at institutional quarantine till the time test report comes.
• 14 days home quarantine for all people coming from other states in India.
• Those will be exempted from quarantine if exiting Tripura within 72 hours from the arrival along with proof and if any symptoms then advise State Control Room at 0381-2412424.

28. Uttarakhand:

• All arriving will have to go through thermal screening at the airport.
• Covid19 test for all passengers at the airport on a random basis.

Quarantine:

• People coming from highly infected cities will need to go for 7 days of institutional quarantine at government facility at no cost or designated hotels at their own cost and then followed by 7 days of home quarantine.
• 14 days home quarantine if not coming from highly infected cities.
• Exemption can be given for institutional quarantine & allowed home quarantine to pregnant ladies, seriously ill person, senior citizens of more than 65 years of age and person with children of less than 10 years old.

• Business travelers are exempted from quarantine after showing authorization letter from concerned authorities.
• Exemption to those providing PCR test negative report from ICMR approved labs done less than 72 hours of arrival.

29. Uttar Pradesh:

Quarantine:

• For international passengers 7 days institutional quarantine at government facility at no cost or designated hotels at their own cost and then followed by 7 days of home quarantine.
• Those who are travelling to Noida need to go for 7 days institutional quarantine.
• 14 days home quarantine for all people coming from other states in India.
• Those will be exempted from quarantine if exiting the state within 7 days from arrival along with proof.

30. West Bengal:
